Hi, floating mesh like that is usually a vertex weight or uv1 problem.
You should share the blender & package file too if you want other people to check it.

Retransfer weights to your top, but first separate body parts so you do not transfer anything to them. After transfering use Clean (All Groups) and Limit Total (Limit to 4) buttons in weights menu

vertex paint is not responsible for this. It is caused by how weight were transferred, the settings were wrong These are the exact settings you need to use  |
