The weights are transferred with the wrong settings, make sure you switch the default Active to By name For the future, we need to see the files themselves, not the screenshot, to be able to open them and check the relevant information.

The weights did not transfer at all. If you plan on sharing your item with other people, you must remake it, because it is high poly enough to crash the game for many people. If you made it for the purpose of learning, make something simple and skintight instead. Unbeknownst to self, you created issues that will make this process unnecessary complicated. For example, in-game the sim stands with arms down most of the time. The avatar stands in a t-pose, so when you simulate loose sleeves in this position, they do not look or behaves right in-game. So you would either need to make the sleeves tighter in the armpit area or simulate the outfit with arms down, which will create another set of problem that you are not yet ready or need to deal with. It is best to never make things that do not already exist among maxis items, theres always a reason for it The reference you transfer the data from must be of similar shape ( skirt or legs) and length. You transferred the data from the lingerie set, so the skirt area will behave like nude legs instead of a skirt In uv_0 the uvs of the garment must not be scaled individually unless the difference in the quality of the texture is acceptable. If the front pattern of the top is bigger than the back one, the difference in quality will be noticeable The garment is not vertex painted at all
- find a reference of the same length or longer, export it, open; - join all parts of it, rename to Reference; - import your garment; - make sure both are visible; - select the reference, Shift-select your garment, switch to weight paint, Transfer weights with same settings as in the pic; - Clean with All groups; - Limit total

Thanks for the tips I will keep them in mind a try a different design.
One question I had though is how would I make loose sleeves if the model for the sims are in t poses?
