Hi, the issue is in the vertex weight. I check the file and the bottom part of the hair is not weighted to anything that's why it looks wonky. I tried exporting the mesh from the original author package and the hair doesn't have any weight in the bottom part too. I'm using different version blender to open it so this might be on my part, but you should try checking the weight first after exporting the original mesh. The way to fix this is just transferring weight from maxis hair that have similar shape to your custom hair or you just edit the weight yourself.

you're awesome - that totally fixed it! didn't know about weights until now since i only wanted to remove some bangs. so weird that the original package works fine in game, wonder if the weight info got lost or something during exporting. learned about weights from this youtube video incase anyone searches this:
