At least not fully. When I used to disallow CC for random it worked completely and no sims aged up with CC on but eventually I started noticing that sims were aging up with CC hair, clothes, makeup, skin details, etc. It was as if I didn't disallow CC for random at all. I didn't do anything differently around that time. It just stopped working. I started noticing this maybe a bit before the infant update. I was using a previous version of S4S when the problem started and then updated to the newer version hoping that it would resolve the issue. It did not. I'm now using S4S 3.2.0.6 (Star) and the issue still persists. Does anyone know how I can fix the problem? Also sorry if I'm posting this in the wrong place.

Yes, that batch fix is broken. It is not advised to run batch fixes after updates, at least not on many packages

I'm glad I found this thread because I was having this same exact problem and thought it was mod related. Does this mean that the disallow batch fix was broken after patch day on June 13th or May 30th? Also is there an ETA on an update to sims 4 studio to fix the Disallow CC for random Batch Fix?

I reported this problem on the 9th of March, so it was broken by then. S4S is usually updated after a major ts4 update or a pack release
