so I'm making a new set of digitigrade satyr legs, and the way I'm approaching it this time is a kind of modular setup that requires the texture to be a separate overlay. my intent is for the overlay to be a skin detail, but I cloned a set of tights/leggings for it in order to use the normal map slot. only problem is the normal isn't showing in-game.
I've confirmed there's no issue with the normal map itself; it works fine when applied to another package with working normals and looks exactly how it should, it seems to be an issue with tights and socks specifically. not sure whether it's a bug or something I'm doing wrong, but I'd appreciate it if anyone knows of a solution.
Package in case it's needed (the texture is a placeholder for visibility while I'm testing it)

Hi. Normal maps are tied to geometry. If the package contains no mesh, normal map won’t work
