Warm hello to all, would like to build a semi-detached house inhabited by only one playable Sims family. NPCs should move in on the neighboring side. Is this possible and if so how? Do both households have to be fully furnished? Thanks in advance for your assistance.

Hi. You can use the roommate system that exists in ts4 to house NPC there

I worded my question wrong. I built a duplex. One side is fully furnished and that's where my Sims should live. The other side of the identical semi-detached house is empty and is said to be inhabited by an NPC. Is that possible, if yes, how do I have to do it.

You can't have the other side of the lot be inhabited by a random family. It's still going to be your active household's lot. However you can kind of fake it by using the "roommates" feature. You'd just have to lock the exterior doors so that your active family doesn't go to the wrong side and your roommates don't come into your side. You'll ask sims to be your roommates. They'll come live on your lot and you'll assign them a bed. The roommates aren't controlled by you, although they'll pay you rent. They'll go about their own business. You will have to furnish their side of the house and make sure that it has items that fulfill their needs. That isn't just a kitchen/bed/bathroom, but things that help them fulfill their traits, like a treadmill for an active sim.
