My question is: How far does the range of DLC Requirements go if it's just for little extras from it applied on CC?
I am currently porting Boba Fett's Fortnite-Armor to Sims 4 and I want to use the stormtrooper voice on the helmet, since it uses a voice modulator similar to the movies/series. Helmet and Armor are seperated.
Right now I have a version with the voice effect from the original helmet and one with the voice modulator from the stormtrooper helmet.
Maybe I would even add the step sound(AuralMaterialHash) of the stormtrooper boots on top of the armor. Would I be able to use these two effects on my CC without any DLC-Requirement or is it mandatory to add the DLC Requirement for anything I use from it?
In case a DLC Requirement is necessary, how can I make it possible that the CC is inaccessible when the pack is not installed or active. I attempted simply adding the DLC Pack Requirement to my helmet and disabling the Journey to Batuu-DLC through advanced launch options but the "Modulated"-Version of the Helmet is still accessible in CAS even though it shows the Batuu Icon now. Would I have to clone a CAS Part from the Batuu-DLC or can I change something under the Warehouse-Tab to achieve the same effect?

Sound effects that come from packs are generally not available unless you own that pack, so even if you keep it base game compatible the players will not hear it if they don't own it. However, I don't know if the ones you are using are exclusive to the pack or not.
I learned recently from someone else that when you disable packs to test, you're not actually disabling it because the data is still there for it to read, so unfortunately it doesn't seem to be a reliable test. As far as I know though, the DLC requirement you add for CAS items is enough still to stop people from using it, and of course mentioning in the description for those who read that it requires that pack. To be sure though when testing, you can grab a side computer, or add another user on your current one, make a new EA account and download the base game to test.
