My sims hair has this strange texture on it, i'm not sure if it was the normal layer I added or not, but either way i'm not really sure how to get rid of it. Any tips or pointers? Image

Hi, your mesh have a lot of overlapping vertex. Select all vertices & Remove Doubles (Merge by Distance in newer Blender) for all meshgroup. Edit: after further checking you're still using the old specular map that's why the hair shine is not following the hair shape, just put an empty specular map if you don't want any shine.
Here's what to do : 1. Make a new package
2. Remove double on all vertices
3. Vertex paint the mesh, paint it with #007f3f for the scalp & #007f00 for the rest of the hair. 4. Import the correct spec & shadow map 5. Reimport everything in to new package

BokchoiJo is correct but I would add that the normal map isn't correct, either. Look at the normal map for the hair you cloned. You'll see it's 1024 x 1024 with no black areas. You don't need one this size, of course, you can make one 512 x 512, but it should be made the way EA normal maps are made. And you still have the original shadow map, which may or may not be a problem depending on the shape of your hair. The shadow map is a texture that paints a "shadow" onto the sim's skin and can look wonky if not done right. You can use the EA one and paint the alpha pure black. Or make it empty but I always have issues if I make a texture empty. Your mileage may vary, however. Here's a tutorial if you want to make your own. It's for clothing but the same principle applies.
