remove existing game buff? is it possible?

I'm trying to make a mod that removes the mental/creative fog, burned out and brain block

so far I have tried changing the commodity values so that it dont get triggered but it seems to still get triggered so I'm kinda at a loss

any help is appreciated thank you in advance!
