edit #2... it was the pants mesh i had underneath the skirt. dunno why. its fixed now.
edit to add: here is a video i recorded with completely blank (single color, white or grey) textures, including a plain spec and normal map with no detail on them at all. it shows the unwanted markings clearly.
me again... i thought i solved the issue before but apparently not. (i think i just accidentally had my game settings down and couldn't see the normal mapping at all.)
here is a link to my package file... i dont know what the issue with the normal map is. no matter what, or what isn't, on the normal map, if there is one at all instead of just 'make blank' in s4s, it does.. whatever this weirdness is.
what the normal map looks like currently:
only a star emblem on the chest and bone motif on the gloves should be doing anything but...??? like i said, no matter what the normal map actually looks like, it's doing this. always in the same spots.

Hi. Your normal map has no alpha channel/transparency. You need to either be making it from scratch in png or to save it with interpolated alpha ( called either BC3 or DXT5) So if you do not have a psd version of it, you will need to add an alpha channel again, because it was lost
As for the shine, just make the channels less intense in the specular ( the first file only). But you need to fix the normal map first because the absence of the alpha channel has a very strong effect
