Hi. Yes, this happens because of quads. For some reason, s4s ( or the game ) does not like how blender triangulates the mesh. The only way out of it is to export the mesh as obj, import it back, re-adapt Also, hats are painted with 007F00 and do not need uv_2

well, you could make the texture worse so that it does not look so crisp.
