Hi. We need to see the package and a normal map before you imported it in the file

TS4 normal map differs from standard ones, you need to convert it. Move the texture the same way you did that with the diffuse first. Normal maps are tied to meshes, maxis gloves dont have them in the arm area, so it is unclear what dimensions of the image to choose. Try following the instructions without cropping first. Import, check in-game on the mid to highest settings. If the normal map wont align, crop it to rectangular

Mauve, I have a question. I have existing normal map from another game. I basically make a conversion and how do I make the existing bump map in (512x512) which is originally from the game. The question is how do I make the bump map in S4S normal map size? I still don't get the part of the tutorial.

I usually match the size of the EA mesh I cloned just to be safe. But, where you cloned a glove and it doesn't appear that TS4 gloves even use a normal map (or at least it's a blank normal map) it's unclear. You may need to experiment. Start with the existing normal map that you have. Open it in Photoshop and copy and paste the red channel to the alpha channel (you'll need to add an alpha channel), then copy and paste the green channel to the red and blue channels, flatten the image, then save as a DDS DTX5 Interpolated Alpha. Make sure "generate mipmaps" has been selected as the game uses them. If you're using a newer version of Photoshop than I am (2020) then you may need to save DDS files differently. Import the normal map and test in CAS.
In my experience with hats, the normal map always seems to be 512x256 which is the size of the hat section on the CAS map. Where you've mapped everything to four of the rings sections you may need to make a normal map the same size which, in your case, is 128x128. Sometimes you have to just test things.
If Mauvemorn has better advice be sure to follow it.

If i understood you correctly: - test in-game on the highest settings; - if the normal map wont align with other, crop it to contain only the top area
