How would I create a mod that disables body hair?

Hello!

I'm looking to create a mod that addresses the bug in the game concerning body hair. As it stands, some sims grow body hair even if you have growth disabled in CAS. And if you remove the body hair from those sims, it just comes back after they sleep. I want to make a mod that either addresses this bug or disables body hair from being randomly generated for new sims + removes it from existing sims permanently. 

I've tried every existing mod under the sun for this issue, and it still persists, so I wanted to try my hand at solving it myself. However, I'm overwhelmed re: all the tutorials for mod creation and I have no clue where to start. Would it be possible for someone to tell me which tutorials I need or even what I should search for? I feel a little clueless when it comes to figuring out which tutorial I should follow (for instance, I was trying to follow this tutorial before I realized it was for BB objects & would not work for my purposes). I'm willing to put the work in to educate myself, I just need help knowing where to start.
