Overlay Help Please?

Hi. I’ve finally learned to create wallpapers and the next step was to learn how to do an overlay for the logo or whatever to place over the swatch. In the tutorial from here it has a link for doing just that. However, when I click the link I get the message that I do not have permission to view. 

Any idea why, or where to go to learn to do this?
