Hi. We would need to see the file to know for sure, but this area is affected by some bone that should not be there.
- make the rig visible and selectable, select it. In Pose mode select some relevant bone and change the pose dramatically;
- select the garment, make sure it has Armature modifier, rig chosen, and enable all those buttons next to Apply ( but do not apply it ); - switch to Edit mode, select one vertex in the area that distorts, check what vertex group is causing problems; - click on this vertex group or find it in the list. If this is an unnecessary one, delete it with - button. If this bone affects something else, remove it only from vertices that distort with Remove button; - important: select all vertices, Mesh - Weights - Normalize all; - important: once happy with everything, select the rig again, select the modified bone(s), Pose - Clear transform - All
