Hi I see so many people using Blender 2.79 to transfer weights and vertex painting. But Blender 2.79 is not working for me can this not be done in a higher version? I am creating a shirt.

One can transfer weights with many versions of Blender without issues. I hope it works fine for you, as soon as you do it right sims4studio.com/thread/81/weight-transfer-blender?page=1 is quite simple to follow and works.
I have no idea why you want to use vertex paint. I hope you are aware that it is not weight paint and servers a completely different purpose.

There are two key differences in 2.7 and 2.76-2.79 that give people problems. When you click on Transfer weights in 2.7, all vertex groups and values are transferred, in 2.76-2.79 only the values of the active group. All you need to do is change that setting (it’s called Source layer..., change to By Name). However, changing a few more settings will give you a lot better results -make sure both the reference and your garment are visible and selectable; - select the reference, shift-select the garment, in weight paint mode click on Transfer weights, set it like in the pic, then choose Clean with All groups and Limit total. Another difference is that in vertex paint the shading is not flat, so you can switch it to bounding box to sample the color
