I need help with this... when I use sliders the lace part won't fit with the skirt... what I have to do?

Those vertices must have identical weights, uvs in uv_1 and vertex paint. Join the lace part with the skirt, remove doubles, transfer weights, uv_1 and vertex paint, then separate it
