As far as I know, as you zoom out in live mode, the UV texture map will shrink to make for better performance, but is there any way to disable this? There are a bunch of hairs that I have, that when you zoom out, seam lines start to appear. I know I can just paint in more UV texture, but some of them are quite close to the border where accessory/hat textures begin.
So is there any way that I can disable UV texture shrinking? At least for CAS (specifically hair) items?

Hi. It is not uvs but textures during mipmaps generation. If you wont generate them, it will look even worse

If I resize the original texture to be 2048x4096, would that make it so the mipmaps would each be larger, and thus the shrinking would not show as much skin texture bleeding through? I'm just trying to find a way to reduce skin textures bleeding through hair, aside from just painting the textures.

Resized texture work only with hq mod enabled, otherwise the game shrinks them to default sizes. To install hq mod, you need to replace everything in your cas with hq-compatible overrides.
Just move uvs of these hairs a bit, not the whole uv islands but vertices that are too close to the borders
