Hi. Is there a reason why this area is split into a separate meshgroup? The body must be a part of the garment. Join them into one, give cut 0000, clone underwear, import there
Unrelated issues: - the garment is not vertex painted; - do not remove doubles on the reference when transferring data to clothing. See how stretched uv_1 is? This is why; - retopology serves multiple purposes ( reduce polycount, smoother shading and functionality ). The tool you used did not fulfill any of them, so there was no point in doing it at all; - MD buttons are very high poly. You should either use custom ones or retopologize them by deleting unnecessary loops; - these pants will clip in most shoes. Such pants should be either shorter or simulated on the avatar with shoes instead of nude legs; - when closing gaps between the body and closing, either bridge nearby loops or collapse, dont just extrude and scale down
