Hi. Clone any t-shirt, export the blend, select s4studio_mesh_1, switch to Edit mode. You will see that a t-shirt does not contain legs. Other body parts you see in the scene are not a part of the garment.
Unrelated issues: - the garment should be vertex painted with 00FF00. It is best to always transfer vertex paint because there can be different colors; - the garment has 3 uv maps, delete the last one; - the uvs of the garment should not overlap with uvs of the body, move them up; - for the future, do not use MD's Remesh, it makes things worse.

Should I just delete the legs on the blend file when I import it into Sims 4 Studio?

Yes, just make sure to not delete too much or too little In the future, instead of importing an obj in an empty scene, import it in the reference's blend so that you have the rig in the scene
