The message mentions 2.79 Open this blend file in 2.79, save, import in s4s Unrelated, you need to switch to edit mode, select everything, remove doubles. Then unhide shoes, select the right shoes and mirror its uvs in uv_1. Then vertex paint the mesh with 00FF00

- open your blend, switch to Edit mode; - select everything with A, Mesh - Vertices - Remove doubles, Merge distance to 0.0001; - disable Limit selection to visible, press B, select the right foot+shoe. Hover over the foot, press Shift L until all is deselected; - choose uv_1 and enable sync in uv editor; - change pivot to 2d cursor; - UVs - Mirror - X axis; - vertex paint with 00FF00

Hm, I tried importing your blend as it is, after 10 or so minutes of loading I got an error. After i reduced the polycount dramatically, it imported. While the mesh is almost game crashingly highpoly, it does not reach s4s limit, so this should not be happening. I'll tell the developer about this, but for now, you have to reduce the polycount
Could you please not delete the blend, Andrew needs to see it

When things worked, that version of blender was installed on the desktop as well? This is not a place you should be installing programs, there can be permission issues. Did you check if there’s S4studio mesh tools in 2.79 btw?
Either reinstall blender 2.79 using a traditional installer (.msi) or move this folder to Program files on the c drive. Then change the path, open the blend, check s4studio mesh tools, save, try importing

Hi again. Andrew responded, so feel free to delete the blend He said that there was a vertex limit related bug that occurs upon importing a file saved in old blender. To fix this, you either decimate or append the file in new (4) blender.
That, however, is not the only reason things aren’t working in your case, so need to fix the installation location issue first
