Help me to create mod!

I have the following problem: I created a buff for online cheating in games, put it in the Mods folder, launched the game, entered the code Sims.add_buff Burinis_nocheaters_CheaterBuff (this is my buff), but only the moodlet appears without indicating the reason and notification, although I have already added a notification (loot action set) in mod.

I followed the tutorial from MsTeemania (stopped at 6:30).
