I've been struggling with this for the past two days. The mesh won't scale at all; it moves with the body as it should, but the morph is not being accounted for. Hi. It probably is vertex painted with the wrong color. It should be 00FF00 specifically A skirt should be vertex painted with two colors, though. You also should be transferring this data from a skirt of similar length, not nude legs. And as you do this, you should be choosing Nearest face interpolated This is a faster, more convenient way of transferring weights, uv_1 and vertex paint using the same tool.

The issue was that I was using 00ff04 instead of 00ff00 for the paint color.

I know the tutorial you watched and you should forget everything mentioned there. - all area of the body covered by clothing must be deleted; - uvs of the garment must be brought back to their original size with S Y 0.5 and be put in the freed space; - add the other side only where it is visible, not everywhere; - bake textures with the body in the scene, as well as the floor, otherwise the result would be flat for the most part

As for switching between Blender versions (2.7 and 2.79), could I do everything with Blender 4.1 instead? I don't see why weight transfer and vertex paint wouldn't work on this version.

oh, yeah, forgot to mention the most import difference. Yes, you do not need two version. Things are a bit different in new blender, so heres a demonstration of how to do the whole process there
