However, what exactly do you mean with change compression to BC3? Is that something I change in photopea or s4s itself?

When you export an image as dds from photopea, a window with settings pops up. This is where you see it

I did exactly that, but the lines are still here. I used this tutorial to make the replacements. Am I just a dumb noob or is there something else?

make sure you're saving the dds with these settings un-merge the package, then replace shadow maps with dds versions, it works

It SERIOUSLY drove me nuts but turns out I saved every shadowmap as png first and then convert to DDS instead of saving right away as DDS. Thank you for helping. c: I'm sorry it took so long.
