Am I the only one who wants to do the opposite of this? Is there a way to turn an item into a reward item? I like the idea of locking myself out of certain items until I earn them.

If you want your item to be a reward item you can clone an item that has the characteristics you want. Don't click the button to remove the reward and your item will have the same reward requirements as the original.

I don't really want to try to mess with item tuning again (I tried to before with some items, but it's just not my forte), but is there a way to take the reward tuning off another item and add it to one that doesn't have it? I mean, it's a pretty low priority thing for me to want to do, but it'd be cool if it were doable.

The short answer is yes you could do that. There are a couple tutorials in this section that show how to create a tuning mod. The easier route would be to clone an item that already has the reward tuning you're looking for.

Just out of curiosity, will it be feasible to add functionality to S4S to edit stuff like reward locks and comfort/hygiene/environment stats without having to go through all the trouble of trying to pull it off some other item's tuning? I assume if it's possible, it's on the list of things to add in future updates, so I'm mostly curious if it can be implemented effectively.
I've been trying to learn at least enough about how modding works to understand what is and isn't reasonable to suggest/request at least, even if I'm not much good with programming stuff myself.
