Initially, it looked normal in sims studio but when i entered the game, my sim's torso is not in the right place and it kept happening. I tried to recreate this vest like 3-4 times and nothing would change whatsoever

Hi. In the tutorial you watched the author transferred weights in blender 2.7 because they did not think of googling how to do this correctly in a newer version before teaching others. You transferred them in a newer version, which has different default settings, so just re-do this step as explained here and delete 2.7 if you have it.
Alternatively to that, you can use a more convenient way of transferring weights, together with uv_1 and vertex paint:
