I'm at the tail end of finishing this fully body outfit and I keep encountering this issue:
I have also tried throwing it through CASTools, but the results were very... Rough, so to speak...

Hi. 1. When you transfer weights in bugged versions ob blender (2.76-2.79, 3.6.1), you need to Clean them afterward. 2. You garment is affected by 62 bones, which exceeds TS4's limit - open your blend, switch to Edit mode, select everything with A, Tools - Weight tools - Clean, change subset to All groups. Then click on Limit total; - find toe bones, delete both with - button, with everything still selected, Normalize all - start a new package, import your blend there

You mesh partially covers feet, so it should be affected by bones from that area. I showed you an easy solution that works in this specific case, but the correct one would be to split the mesh in the calf area into multiple meshgroups instead
