Just made a dress by combining the top from one dress and the bottom from another dress. Deleted the overlapping faces and then merged the vertices in the center. Looks right in s4studio and blender but does this in game. Here is the package file.

ok so update, the new patch cases CAS to load infinitely, I'll just give you the rundown of what I tried and test it for real when the game is fixed. So before starting, select the dress mesh in blender. Then 1. switch mode to Weight Paint, 2. in the the properties menu select Data, 3. go to the Vertex Groups section. If you click on the different options the area on the mesh will highlight. Select different ones until the glitching area highlights. Given where your glitch is in the image, I would guess the problem is in the calf area. Once you've identified the problem vertex group, delete it by clicking the little minus symbol next to the list. Then switch to edit mode, go to the Mesh menu -> Weights -> Normalize All. Save and import into S4S, then test in game. I'll include some images since this was a bit long-winded edit: images won't upload :/ here's a link: link

Hi. The issue happens because the number of vertex groups per meshgroup is exceeded. Since foot and toe bones arent crucial in this case, you can just delete them. There is no need in re-transferring them. - delete these three bones with -; - in edit mode select everything with A and Mesh - Weights - Normalize all with Lock active deselected - start a new package and import your blend there, do not re-use the old one.

mauvemorn So I tried to do this but I dont see anywhere that says Lock active so I can deselect it. I tried to proceed anyway incase its not active and then I saved the mesh. When I import it into a new package file nothing happens. The old mesh stays the same. Guessing I need the lock active thing, just can't find it anywhere. Edit nvm i see the pop up now, I unticked it but is there a button I need to hit next? nothing seems to happen and still when I import the mesh it doesn't change

@heyasims I tried it but nothing imports into sims4studio. Is there an extra button or key I need to hit to actually normalize. Nothing seems to happen and nothing changes in my package file, as in a created a new package and when i import the mesh in it loads for 2 secs and the original mesh just stays there.

It does not import because of how s4s is configured, most likely Do you have s4studio mesh tools in a version of blender you're using? Did you switch from one blender to another in the process of working with this blend?
Edit: if you have the latest version of s4s, it was updated to use one digit cut numbers instead of 4 digit, so this may be the reason

mauvemorn yes I did switch to a newer version of blender (2.81) bc 2.79 does not have the features needed to execute your suggestion. I recombined the two meshes together to make the dress in 2.81 but that mesh wont import into s4studio at all :( Here is the blend file for the 2.79 dress and here is the blend file for the 2.81 dress. Cant upload a package for the 2.81 dress cause it wont import into s4s but you already have the package for 2.79.

2.7x does have everything needed 2.81 is not supported by s4s. If you want a new one, go for 4.2 You cannot jump between generations of blender, they are like different programs. - delete 2.81; - in s4s settings change blender path back to 2.79; - open s4s, clone a one-meshgroup full-body outfit, export, open in 2.79; - delete the original meshgroup, File - Append - the blend with your dress - Object - the meshgroup of your dress, append; - if using the latest version of s4s, change the cut from 0000 to 0, save, import;
