Hi. To move and morph like an area of the body is covers, a garment must received data from that area. Your garment is longer than the reference you used, so the bottom did not receive correct data - separate the body from the garment; - when closing holes, extrude and collapse them. Select one remaining hole, Alt M - collapse; - you must delete all areas of the body covered by clothing. This will prevent clipping and free up more uv space. In UV space enable sync, select more of the body and delete; - clone something that is a bit longer than a nude top, export the blend, append in the scene; - transfer weights and uv_1 from it;
- join the garment with the body, delete the reference, save

The garment isnt rigged at all. Make sure to enable Vertex groups and Vertex data. If you deleted vertex group before re-transferring them, click on Generate data layers
