Hi.
There is a difference between how legs and skirts behave in-game, so when they are too close to each other, one clips into another. Also, the dress is vertex painted the wrong way, 3FFF00 is for the skirt ( and between breasts on loose clothing )only.
- separate the dress from the body; - find the tightest maxis dress of similar length, clone, export the blend, append in the scene, rename to Reference; - transfer weights, uv_1 and vertex paint from it, clean and limit weights;
- delete the reference, join with the body, check in-game; - if still clips, it is best to enable proportional editing and move legs away from the skirt or vice versa then try to fix weights manually.

Did you transfer weights the way i showed? cleaned them afterward? Share the updated blend

Share the updated blend yeah when i cleaned the weights it removed it from the cc so when i joined it to the body the weights were gone and in game it was messing up so i re transferred it but didnt clean it and it worked did i clean it wrong? or is there a speicifc way to do it that i messed up on, or was it supposed to remove all the weights after i cleaned it?

What is described above is all you need to do. If something does not work, you check if you missed a step. You do not need to transfer weights in Weight paint after that, the default settings are different there. Clean ( select everything with A, Tools - Weight tools - Clean - All groups ) does not remove all weights from a garment, only the ones with 0.0000 values. If you wont do that, nothing will work. Re-do the whole process, paying close attention to the quoted text

Before. Disappear from where? Here? Clean tool does not have the power to remove vertex groups from this field From here? It does remove vertex groups with 0.000 values, which is the point of using it. If it removes everything from that field, did you maybe adjust Limit in Clean settings? It must stay at 0. Limit total is a different thing. If you still wont figure the cause, share the blend after cleaning weights, before joining it with the body
