Hi. The allowed number of vertex groups per meshgroup is exceeded. Since the extra one does not affect the mesh, s4s should have deleted it, which leads me to believe you may be using a version of s4s before this feature was introduced. Check if you have the latest version of s4s. If not, delete the current one, install a new one, clone a new one-meshgroup full-body outfit and import your blend there.
unrelated to this issue, but: - when choosing a reference, go for the one with as little sculpted details as possible ( folds, collars, sleeves). The one you used seems to have had pleads or something like that and your uv_1 is very torn up in that area; - 3FFF00 is for the skirt area only, not for the whole dress. You can just transfer vertex paint from the reference.

hi i changed the mesh group and it still didn't work. the skirt became more glitched out

Do just what is mentioned below, no additional steps: - make sure you have s4s star 3.2.2.5 or s4s aurora 1.4.2.2; - download ruffles_puff_mini_dress.blend you shared in the first post, do not use other versions; - open it, change the cut to 0. s4s uses one digit cut numbers for cas items as well now; - start a new package, do not re-use previous ones. Clone a chemise again and just import the blend there, no need to export and append. s4s will delete the unused vertex group itself. I checked and everything worked.
