Hi. Separate the garment from the body and transfer everything with Nearest face interpolated from the top under the rig. You can skip the vertex paint step
If this wont help, you'll need to un-subdivide the mesh, it is unnecessary high poly, so all imperfections in weight paint and dmaps are reflected on how the mesh moves and morphs
