I'm basically looking for a way to play an "occult apocalypse" game where occult sims will actually autonomously target sims with their occult specific abilities. But I'm especially interested in having vampires and werewolves attack autonomously with a chance to turn their target.
To be clear, I am NOT looking for a mod that makes occults deadly, which is mostly what comes up when I try searching for this.
I've also noticed that when npc werewolves max out their fury and turn they just immediately leave the neighborhood rather than run amok. And that even fully autonomous played werewolves just kinda stand around and howl until they change back. I guess I'm just looking for a bit more chaos. It'd be especially cool if they could invade your home through unlocked doors uninvited.
Anyone know anything that might help?

I have a couple ideas for where you could find stuff like this, or at least find something you could tweak to serve your purpose.
First of all, I'm wondering if the reason that NPC werewolves are leaving the neighborhood is that it's a toggled setting in the game. In the Gameplay category under options, there's a toggle that restricts werewolves to moonwood mill. That might be what's causing them to leave the neighborhood immediately. If that's the issue I'm really glad because that makes things easier for you.
For vampires: I know that there's a way to create 'risky vampirism', where any sim a vampire drinks from has a chance to become a vampire. This is an option available to select in MC Command center, so it should be possible to do in another mod. It makes it so that any sim a vampire drinks from would have a risk of being turned, regardless of whether the vampire has the 'vampire creation' perk, and you could set that risk percentage as desired. Since you can do that with MCCC, there might be a way to replicate that functionality in a different mod.
As for autonomous biting, I know that there's a feature in the game where vampires, at extreme thirst levels, autonomously drink from sims. This behavior exists in both played and NPC sims. I haven't played with this much, but afaik, vampires autonomously attack random sims in order to satisfy the thirst need. So the action already exists in the game, you would just need to find some way to trigger it.
With werewolves, Greg has a certain NPC trait that makes him behave the way he does as an NPC -- attacking and fighting. It The trait ties him to his location as well in Moonwood Mill though, so I'm not sure how helpful that is. I would think that you could create a 'risky lycanthropy' modification in the same way the 'risky vampirism' mod operates. At the very least, the existence of Greg means that the action of autonomously biting someone exists, and could be triggered in another sim.
Just some ideas of how you might get started doing this.

Unfortunately I don't think the werewolf setting is the issue. I always go through all the settings in new saves and I usually allow werewolves outside of Moonwood, but I see this behavior in every single save. It's also interesting that you mention Greg not appearing in other worlds, because there have been several times I've seen him run by (and immediately exit the area again) during a full moon. Bug or feature? Lol Gonna check my mods now to make sure I don't have something messing up werewolf behavior.
As for vampires, I have MCCC and didn't even realize this was a feature! Thank you for pointing that out! It's too bad they haven't seemed to update for any newer occults. Like I said, it'd be ideal if I could have mermaids, spellcasters, and aliens just using their abilities. But EA made them all very unobtrusive, which is probably a good thing normally, but I'm getting tired of the game being so tame all the time. Like... why are vending machines more dangerous than rabid wolf-people? Lol
You definitely have some good ideas. I just know literally nothing about making mods, so I can't make it myself.
