Change NPC spawn vehicles

Hello everyone,

I was wondering whether it's possible to make a mod that forces the game to change the type of vehicles that are spawned as decorative traffic.
Let's say I have the right objects that I want to replace them with - is this possbile, or not?

I would like to create a mod where the cars that are spawned by the game that drive around - are replaced with different cars.
