It doesn't have a uv_1 map, I would guess that that is the issue. There is a tutorial on tumblr by toksik here and one for hairs (could still be helpful) by untraditionalnerd here

I have no idea what i'm doing. Am I doing anything right here? :-/ Small update, I got help on tumblr and managed to get the proper ts4 legs, arms and kneck by joining with a ts4 mesh. I just can't understand how to fix my uv_1. :(

You could try taking one from a similar Maxis mesh and putting that in blender and put your textures on it

I've spent so long working on this mesh I really want to fix it. I want to do a proper conversion because I'm doing the history challenge and I want some of the store clothes in ts4 for the different time periods. I just need to do the uv_1 I think and it will work.
