You need to change the slot behavior in the warehouse tab since some objects can only sit on the ground while others can be placed on shelves.
So go into warehouse –> Object Catalog –> scroll down to “Slotting Behavior” and change the number in it, according to what you need: 0 - will not sit on a surface, use for objects that will be only on the floor 1 - will sit in small, medium, and large slots (can be used shelves) 2 - will sit in medium and large slots 3 - will sit in large slots
So let's say you created a medium slot in your box, in order to make them stack, change the slot behavior to 1 or 2

If you type in Roman in s4s the first object is the Roman Pedestal, if you clone it as your base it already has a nice slot on the top, you just have to move it, change its behavior like dreamteamsims said, but it saves you the hassle of manually adding one.

As they say above all that is really helpful. I can tell you what I did with my stackable boxes. You need to change the slotting behavior to be the size of your object. Dreamteamsims explained really well. Then you can also add decorative slots and place them on your object, so everything decorative will stack up even the same object. You can find the tutorial written by OM HERE it explains a lot in detail how to use the and create new slots using the Sims 4 Studio tool. Good luck!

I have used slotting behaviour on 3 plants and for all swatches, just checked them, but they still cant sit on shelves. Could this mesh be broken??

There are some objects in the game that just will not sit on shelves no matter what slotting behaviour you give them. I think it has something to do with the size of the footprint as well. Some objects that will happily sit on the craftable shelf from Outdoor Retreat will not sit on other shelves that have a shallower surface.
