I want to try my hand at modding by creating a mod which permanently expands the moods/buffs menu, but I'm having trouble figuring out where to start. I have the sims 4 studio installed, and I've extracted all of the tuning files, and looked through them, but nothing looks like it's really pertinent to the specific part of the UI I want to effect. If anybody can offer any advice, or possibly even provide me with some sample code which also modifies the UI to use as a reference, I would be extremely grateful.

Hi there, I am sorry to disappoint you but no one has figured out how to change the in-game UI yet. The xml files that you extracted are only a small portion of the total game files and pertain to those aspects of the game that are tunable. The UI, however, appears to be hard-coded somewhere. There is one person over at MTS however that has made two successful changes to the UI. It is mostly expanding on already existing extensions coded in advance by EA and building upon that. Who knows though, more buffs might be one of them? You can take a look at his mods here and check the instance IDs of the files he changed to see where a similar buff file might be located but there are very few guarantees.

Hmm, ok. I am somewhat disappointed to hear that, but I'm glad I wasn't missing something obvious. I'm mostly just sad that the stupid buffs menu has to stay the way it is. This whole thing is motivated by that menu driving me crazy. And actually, I already came across those mods, and have messaged the creator asking for guidance as well, so maybe he'll be able to tell me something that might help, though based on your reply it sounds like it may simply not be possible at this point. Anyway, thank you very much for your reply.
