I was wondering if there's a possibility to assing eyes annd mout movement with a mask. so lemme giv an example. i am gonna import a mesh on sims head. and make it as a hat? whatever. and the mesh is gonna be a horse head. now is there a way to make the mouth move the way he talks so the mouth moves up and his jaw down? like he's talking etc?

I don't think something this complex is possible. You would probably have to make an animated head to make it move like that.

I cant speak to exactly how to assign parts of the mesh, since its been a long time for me, but you can definitely get some animation into a mask
I started with the basegame luchador mask to get an idea of how things were arranged and the names of the assignments Attaching the horse jaw to the sims' jaw should give you some movement there
