can someone say me how to begin to create Hair for Sims 4?

Hello to all

i try to create hair in Blender for Sims 4 but i don´t know how to begin on the head.. begin with plane? or cone? I have seen much tutorials by youtube for hairmeshing but it makes me confused where to start and how... im very sad that i can´t create hair... i love hair i make selv textures for hair but to learn how to create mesh hair in blender is a biggest wish.. please write me step by step how to begin...
