Custom tattoo discolored?

So I was working on this tattoo but once I added color to it turned out like this. I colored it in SAI and did the rest in paint.net. I know it's not the color but the line art. Is there any way to fix it?

Small little update: I found it's not the line art but the white color causing the issue.
