You have to take into consideration how big your own mesh is and how big is the bottom one (skirt here)
Your mesh was created to fit a naked body but the skirt your sim wears is much larger on the hips than the naked body. That is basically the issue you are facing.
Not sure what to advise you here to be honest. Don't wear skirts with this mesh? Or make the bottom larger? Modify the weight painting to overlap skirts type bottoms? Only wear skintight bottoms?
The problem if you enlarge it to fit for skirts is that it might not look good anymore for skintight clothes.

hi! It looks like the mesh it's just to close to the body so it collides with clothing that are simply far from the skin.You'll have to expand the bottom part in blender. You can export that skirt and append it to know how much you'll have to modify your mesh.
