I've been trying to find the tuning file for this and I can't seem to. I am currently working on the fashion area of a mall and would like to have more than 10 in the mall and was wondering how I'd accomplish this? I searched for "Mannequin" under export tuning but I haven't been able to find anything in the xmls that references this cap.

It is found in NativeBuildBuy. In both Tuning and Sim Data change the "FireCodeMannequin" to the value you want.

Sorry, but how do we get there is it some type of script/file if so please tell me what it is called! Create an empty package (Tools -> Create Empty Package), name it and save, and then go to Tools -> Extract Tuning. Then type in "NativeBuildBuy" (without quotation marks), select it and click in "Add to current package" at the bottom. After that, you'll have both the Tuning and the Sim Data in your package file, then you just edit them and save.

I know it is an on old thread, but I came across it when I searched for adjusting the limit of mannequins. I tried to instructions given above, edited it to 50 mannequins per lot, put the mod in my mod folder, but in the game I still get the error message that I can not have more than 10 mannequins on my lot. Did something change in those 2 years maybe on creating this specific mod file?
EDIT: Ok never mind, I just had my mods turned off.. Anyway I do have another problem now with their skin color just turning into beigge and not being able to make it any color from the catalog.

I've always added more mannequins to a Lot just by putting a selection of them into a room and saving as a blueprint. When you place the room down on your Lot the game doesn't prevent the extra mannequins being placed. I don't think you can change the colour once a mannequin has been placed though since techinically from a coding point of view the object in the catalogue and the object you place are two seperate things.

I don't even know why I never thought to do this. THIS is a genius way to get around that 10 mannequin limit. AND it's not super complicated. Thank you!
