I found the 3d meshes of my favorite video game characters and just want to convert the hair, is that possible?

Yes, it is possible (Some CC hairs are converted from other games in fact). Do you have the files in .blend format?
If yes, the conversion will be much easier. If not, you need to find a program that can either open the mesh file, or even better, find an extension for blender for that mesh type.
