When a new expansion comes out and files from that expansion are needed for a mod is a separate version that includes those files needed? I thought if someone didn't have the expansion the game would just ignore those files inside the mod but i've seen a few modders have a separate version and wondered if it's necessary.

Can you share an example? From my knowledge a separate version shouldn't be required unless there is an added feature only available in an expansion and they want the downloader to be able to use their item whether they have the pack or not.

Hello, in My torture & chaos mod link I had to create separate mod packages because I had to add custom references used from expansion packs. for example "Get Abducted By Aliens" interaction would still show up in Your game even if You don't own "Get To Work" EP but clicking on that interaction would not do anything since the game would ignore the rest of the code since it doesn't exist, so I had to create a separate package where there are no interactions that uses references from get to work so people who don't own that pack won't get the "empty interaction"

You only need to make different version mods if your mod specifically calls on code referencing other packs. With the mod you linked it references some stuff in Outdoor Retreat, so they have non out door retreat versions of the mod so everyone can use it to some extent.
