First time posting here, and I'm not quite sure this is the correct place. Please correct me if I'm wrong. Does anybody know what could cause this weird effect on my custom content?

This is a specular map issue. To fix it you would need to fix the specular. If you give more details and post the problematic .package files someone can take a look.

If it's not your cloak then the person that put it for download needs to fix it. The item shouldn't work like that in the game. If you don't want to post it, can you direct us to the site you dowloaded it?

If it's showing up like that in your game, you should let the creator know. This isn't a "bug." It's a custom content item that was not made correctly. As I posted above, if you want to fix the specular yourself for your own game there are tutorials here showing how to do this. Also, if this isn't your content and you don't want to post it, then it isn't clear why you're asking about it here. This is not a place to post a link expecting others to go to some other site to get a package. If you don't want to post it here that's fine. But then don't ask about it here. We aren't here to chase down content.

Most likely because the content being blamed isn't the problem. It's some other item the Sim has on.

It happens with like, all of the CC I download. But it only happens sometimes, and if I switch outfits and switch back it goes away but then if I switch again it comes back.

hi! If you're saying you get this issue randomly with any cc then probably the culprit is either the game (try right-clicking the game in origin and "repair" it from there, be sure to do a back up of your saves and mods elsewhere) or your graphic card. Try checking if it's up to date.

Sorry, I didn't mean "blaming" to suggest you're saying something wrong by mentioning a possible problem with CC. What I mean is that there are some pieces of CC that can cause this overall shine to a Sim's body and the one with the problem may not necessarily be the one you think it is. When you say you're switching outfits and then switch back do you mean you put the exact same garments on the Sim and get two different effects? If so, this sounds like what inabadromance said, something with the game or your video card. However, if it only happens with specific garments, then it's possible those garments have a specular that isn't made correctly that is applying itself all over the Sim.
