Warning: Possible stupid question ahead. I want to try convert a bodysuit from GTW into a top. After deleting parts that I don't need, it looked fine in Blender but became weird in S4S and in game. I followed both tutorials but the end result is still the same. I tried the same step with a jacket from the base game and it works.

The problem here is that you're using a full body mesh for a top. I've checked the first tutorial i linked and it shows how to delete the bottom parts and make the mesh match the top mesh. You shouldn't import the blend on the outfit package but clone a top instead and match both meshes. Also, the legs are overlapping the top so you need to modify both textures and UV map from the top to fix this.
