Here is my completed mesh: This is what happens when I import my baked texture as the diffuse: My mesh doesn't cover the entire abdomen-- it's supposed to stop just before the belly button. What is going on?

It seems to be both a uv and meshing issues. You can tell that there is an issue with the mesh itself from the jagged edges.

Yeah, it always looks like complete poo when I import it. I really thought I was getting somewhere with meshing Back to the drawing board I guess.

This is a proportion issue : The uv in orange is your mesh while the layer under it represents the "WHOLE" top. Your problem here is that you overlap both uvs AND that the uv from your shirt is big despite the shirt itself being small. This means that when you apply a texture on the uvs representing the shirt the texture will also be applied on the uv underneath it, every where they are overlapping. It even goes a bit on the bottom here,as the uv from the shirt goes down too much. EDIT : here is a picture of your mesh with a baked texture from the shirt applied to the nude top (black area) And without the shirt visible :
