Hi! This is not the correct way to do accessories. You don't clone a top and change it to hat. You should clone a hat, export it's mesh and append ONLY the jacket without any body parts.
Plus, the weight transfer is incorrect. The whole jacket is weighted to one shoulder. I suggest deleting all bones and re doing the weight transfer again.

You have to change the Region Map in the warehouse from hat(whatever type) to Base since you're working with another type of accessory and not hats. As for the weight, all the jacket is weighted on the shoulder. Please delete ALL bones, and re follow the weight transfer tutorial. As for the LOD2, i reduced the polygons and could import it fine. Try importing it again or reducing more the polygons. The cut numbers and mesh groups are fine as well.

I followed that tutorial now the jacket sits straight however there are some issues caused by this weight transfer that didnt happen before weight transfer. The mesh in sims 4 studio: i.imgur.com/NCljBRm.pngThe mesh in cas: i.imgur.com/bf5gdvX.png

Weight transfer applies each bone according to where the mesh is positioned. In certain cases, you might want something not to move with a specific bone even though it should because of what i just said. You'll have to manually go through each bone, see how the mesh behaves and fix this parts by painting manually. Here's a guide on how to do this.

I don't really understand what your project is about. Is this supposed to be an accessory or a top? I think i assumed this was only a jacket accessory since you were mapping it on the Hat's texture space. But now you've included more of the mesh and it's no longer mapped in the same place. Also, you cloned a top to do your mesh so it's no longer an accessory.
If this is a regular top, then the mesh groups are going to be different than an accessory.
Accessories have 1 mesh group (or depending the accessory) that is composed solely of the accessory and no body parts.
TOPS (or bottoms) are composed by the clothing and the body parts.
You can see this by simply exporting the original mesh each time you clone the item to check how things are, the number of mesh groups and their cut numbers.
So you cloned a top, and imported the blend that was supposed to be an accessory (no body parts). That's why you're not seeing any, because there isn't any in your blend. You'll have to clone a nude top, export it's mesh and append the body parts you're missing onto your mesh group.
Also, not sure if it's just me.. but all the LODS on the mesh tab are in 0..

The accessory didnt work. It looked horrible blurry and messed up basically. Therefore I made it into a top instead to work easier on it. Well I found what the problem was, the group and intance names didnt match. I fixed that. The top shows up in the game now. However watching the tutorial you've linked me to, i cant seem to use the blender's weight paint option. My brush doesnt paint anything. And yes I have the Armature modifier, my brush still doesnt work. Update: I installed the new version of blender and weight paint worked like magic! Problem solved!
