Again.. you don't do it manually. You transfer it just like i've posted on my last reply. Please read it and follow the suggestions. There's no "other" way, just as i've said it and others on this same thread. What is the exact issue you're having that you're refusing to do the transfer? Firstly you should fix the mesh as i pointed out, a good uv_1 isn't even going to work if you do not fix your mesh first. After you've fixed your mesh AND transfer the uv_1, you'll have to re do the weights (and then manually fix some parts manually as explained HERE).

I've almost done!! uv_1 works too!!! If only simple one will solve, this can be perfect! I'm sure It looks not worse now. I'd like to ask you where can I choose vertex to re-weight transfer and please, this time I wish someone check my blend, package file. nobody opened all of work everyday. that feels strange.. I don't understand why :p I beg you. just open my blend, show me the right way with screenshot please. I can't understand long text without picture. blenderpackage

I paint manually 4hour. because I really must fix that I've marked with white before. my hand's cramping and my eyes dim. too endless. why didn't you guys check my blender? :( Is that also how they working? ...I just wanted to fix shoulder.. after smooth weight transfer, that has turn been more difficult. what am I doing wrong?
