UNTIL you fix your mesh you won't have smooth weights no matter how many transfers you do. There's a comparison picture on the first page showing your mesh and other cape. Please take a look on how the vertices and rows should be. The edges (all around the shoulders) have x amount of rows while the front and back has only 1 straight line. I'm sorry but i can't help you with this mesh in the state that it is now, i suggest you start over and take note how you extrude the shape so that all rows are evenly created. Two things about your last blend: - You can't have the subsurf modifier stay there while doing the transfers. Either you apply the modifier or you remove it. THEN you do the transfers. - By how many 0 bones are on each vertex i can tell that you're not using blender 2.70 to transfer weights. that is why you MUST do the CLEAN step to fix the extra bones. Please check the weight transfer tutorial and do that extra step. - Further more, there's come vertices randomly weighted wrong. You have to delete ALL bones manually from the vertex groups list and re do the weight transfer again. - The uv_1 looks really broken as well as the mesh. You need to re do it following the UV_1 VIDEO TUTORIAL.
